This first verse tells us the whole gist of Gita Sastra.
Who is Parabrahma?
The subject matter of the Gita Sastra is Sriman Narayana, Sriman Narayana is Para Brahman. He pervades everywhere. He is Omnipresent. Omnipotent. He is our Antaryami too. He is well within this Jivatma.
How to reach Him?
Bhakti is the only way to reach Him. Lord Sriman Narayana is both Upaya (Means) and Upeya(Destination). We need to climb three steps to attain Bhakti. (BaktyekaGocaraha)

(SvaDharma-jnana-vairAgya sAdhyaBakti)

Bhakti is attainable only by

Practicing one's own prescribed duties as per vArna and Asrama - Karma yoga (Swadharma anushtanam)
-
The acquisition of true knowledge
- The knowledge of the seshatvam (servitude) of the jivatma
-
and by Vairagya
- Desirelessness and Detachment from materialistic activities.
